Objectives, activities and results

Increased capacity of national authorities to address issues related to judicial cooperation in criminal matters; Align the EU acquis and relevant case-law of the CJEU/ECtHR;  prosecutors and judges have further specialised knowledge and experience in respective fields; Closer cooperation between LEAs, Prison Police and Judiciary; increased awareness of policy makers and technocrats related to judicial cooperation in criminal matters and to the application of Directive 2014/41/EU – European Investigation Order (EIO).

RESEARCH OUTCOMES

Quantitative and qualitative empirical research on different stakeholder groups will be conducted. The surveys adopt a longitudinal approach and for this reason the will be be-annual: one in 2018/2018 and the second one in 2019/2020.

Results will be comparatively analized: the quantitative data will be cleaned, weighted and analysed by using SPSS or a similar statistics program. On the other hand, the results of the qualitative research (expert interviews, focus groups) will be analysed using hermeneutical methods such as content analysis; Additional a third level of analysis is performed through the comparison of the quantitative and qualitative data.

JUDICIAL LIVING LAB

JLLs are user-centered, open innovation ecosystems, operating in an iterative interrelation between supranational and national entities integrating concurrent research and innovation processes within a variety of public-private users, who are not only observers, but also a proactive source of creation: judge, courts, public prosecutors, lawyers, law enforcement agencies, penitentiary police, penitentiary staff and surveillance judges, NGOs specialized in criminal prevention, universities, private experts, defence lawyers and representatives of the victims. Each Judicial Living Lab will work around specific cases and will be organized in 1 day face-to-face. The JLLs will complete the initial analysis highlighted through the focus groups and will further contribute to investigate, design and refine new policies and regulations in a real-life scenarios on the application of the EU Directive 2014/41/EU and Framework Decisions (FD) at MS level, for evaluating their potential impacts before, during and after their implementations. Each JLL will end with a “Problem detection and Solutions suggestion” in form of a factsheet.
Two final Manuals will be published and will focus, on the one hand, on the new approach to movement gathering of evidence, on the other, on the analysis and comparison of all factsheet and outputs, with the aim of extracting from the different JLLs the “Promising Practices.
